一、加快產業技術創新,提升智能制造水平

(三)提高光伏產品全周期信息化管理水平。鼓勵企業采用ERP(企業資(zi)源計(ji)劃)、MES(生(sheng)產過程執行系(xi)(xi)統(tong))、PLC(可編程邏(luo)輯(ji)控(kong)(kong)(kong)制(zhi)器)、SCADA(數(shu)據采集(ji)與監視控(kong)(kong)(kong)制(zhi)系(xi)(xi)統(tong))、SRM(供(gong)應鏈管(guan)(guan)(guan)理(li)系(xi)(xi)統(tong))、PLM(產品生(sheng)命(ming)周期管(guan)(guan)(guan)理(li)系(xi)(xi)統(tong))、CRM(客戶關(guan)系(xi)(xi)管(guan)(guan)(guan)理(li)系(xi)(xi)統(tong))等信息(xi)(xi)化(hua)管(guan)(guan)(guan)理(li)系(xi)(xi)統(tong),實現(xian)產品設計(ji)、工(gong)藝(yi)研(yan)發(fa)、材(cai)料供(gong)應、資(zi)源調(diao)度(du)、環境監控(kong)(kong)(kong)、設備管(guan)(guan)(guan)理(li)、質(zhi)(zhi)量管(guan)(guan)(guan)控(kong)(kong)(kong)、庫存管(guan)(guan)(guan)理(li)等生(sheng)產流(liu)程全信息(xi)(xi)化(hua)管(guan)(guan)(guan)理(li)。在自(zi)動化(hua)流(liu)水線(xian)基礎上,進一步實現(xian)生(sheng)產線(xian)集(ji)中監控(kong)(kong)(kong)與智能化(hua)管(guan)(guan)(guan)理(li)調(diao)配,包括生(sheng)產數(shu)據自(zi)動獲取、工(gong)業編碼(ma)系(xi)(xi)統(tong)開發(fa)、實時質(zhi)(zhi)量監控(kong)(kong)(kong)、分析與處理(li)等,通過信息(xi)(xi)監控(kong)(kong)(kong)調(diao)度(du)和(he)(he)數(shu)據分析支撐加(jia)快工(gong)藝(yi)制(zhi)程改善和(he)(he)智能化(hua)升級。(工(gong)業和(he)(he)信息(xi)(xi)化(hua)部牽頭(tou)負責)


二、推動兩化深度融合,發展智能光伏集成運維


(四)提升智能光伏終端產品供給能力。鼓勵(li)研制具有優化消除(chu)陰影遮擋(dang)功率(lv)損(sun)失、失配損(sun)失、消除(chu)熱(re)斑、智(zhi)能(neng)控(kong)制關斷、實時監測運行等功能(neng)的智(zhi)能(neng)光(guang)伏組件。發(fa)展(zhan)集電力(li)(li)變換(huan)、遠程控(kong)制、數據(ju)采集、在(zai)線分(fen)析、環境自適(shi)應等于一體的智(zhi)能(neng)逆變器、控(kong)制器、匯流(liu)箱、儲能(neng)系統、跟蹤系統以及適(shi)用(yong)(yong)于智(zhi)能(neng)光(guang)伏系統的高效(xiao)電力(li)(li)電子器件等關鍵部件。開(kai)發(fa)即(ji)插即(ji)用(yong)(yong)、可拆卸、安全(quan)可靠、使用(yong)(yong)便利的戶(hu)用(yong)(yong)智(zhi)能(neng)光(guang)伏產(chan)品(pin)及系統,規范戶(hu)用(yong)(yong)光(guang)伏市場。推(tui)動先進(jin)光(guang)伏產(chan)品(pin)與(yu)消費(fei)電子、戶(hu)外產(chan)品(pin)、交通工(gong)(gong)具、航(hang)空航(hang)天(tian)、軍(jun)事國(guo)防等結合,鼓勵(li)發(fa)展(zhan)太陽(yang)能(neng)充電包、背包、衣物(wu)、太陽(yang)能(neng)無人機、快裝(zhuang)電站等豐富多樣的移動產(chan)品(pin)。(工(gong)(gong)業和信息化部牽(qian)頭,各有關部門按(an)職責分(fen)工(gong)(gong)負責)


(五)推動光伏系統智能集成和運維。運用(yong)互聯網、大數(shu)據(ju)、人工智能、5G通信(xin)等新一(yi)代信(xin)息技術(shu),推(tui)動光伏系(xi)統從(cong)踏(ta)勘、設(she)計、集成(cheng)(cheng)到運維的全流程(cheng)智能管控。支(zhi)持無人機在光伏系(xi)統建設(she)踏(ta)勘中(zhong)應用(yong),在云端完(wan)成(cheng)(cheng)2D/3D建模。鼓勵開發(fa)智能化(hua)(hua)光伏設(she)計系(xi)統,綜合(he)考慮勘測地理(li)信(xin)息數(shu)據(ju)、屋頂承重能力、當地輻照條件、產品價格(ge)等因素(su),對不(bu)同(tong)組(zu)件、逆變(bian)器、電氣方(fang)案、支(zhi)架方(fang)式等進行模擬方(fang)案比對;開發(fa)智能光伏發(fa)電施工管理(li)系(xi)統,促進其在采購、施工過程(cheng)、質量(liang)檢測、電站測試、驗收等方(fang)面應用(yong),實現工程(cheng)進度實時監控、成(cheng)(cheng)本控制、庫(ku)存管理(li)、人員(yuan)調配與施工問題預警。(工業和信(xin)息化(hua)(hua)部牽頭,各(ge)有關部門按職責分工負責)


以提升光伏系(xi)統(tong)(tong)效率、降低運(yun)(yun)(yun)維(wei)(wei)成本(ben)為導(dao)向,支持(chi)開(kai)發光伏電站系(xi)統(tong)(tong)智(zhi)(zhi)(zhi)能(neng)(neng)清洗機器人(ren)、智(zhi)(zhi)(zhi)能(neng)(neng)巡檢無(wu)人(ren)機等產(chan)品(pin)。應用信息技術手(shou)段,發展具(ju)有光伏電站運(yun)(yun)(yun)行監(jian)測(ce)數(shu)據(ju)采(cai)(cai)集(ji)(ji)、集(ji)(ji)中遠程監(jian)控、故障(zhang)檢測(ce)、記錄、報警、分(fen)析和(he)處(chu)理(li)等功能(neng)(neng)的智(zhi)(zhi)(zhi)能(neng)(neng)光伏發電監(jian)控系(xi)統(tong)(tong)。支持(chi)推廣智(zhi)(zhi)(zhi)能(neng)(neng)光伏發電監(jian)控系(xi)統(tong)(tong)的應用,建(jian)立智(zhi)(zhi)(zhi)能(neng)(neng)區域集(ji)(ji)控運(yun)(yun)(yun)維(wei)(wei)中心和(he)移動(dong)運(yun)(yun)(yun)維(wei)(wei)平臺,實現集(ji)(ji)中管理(li)與遠程管理(li)。應用大數(shu)據(ju)分(fen)析與處(chu)理(li)技術,自動(dong)生成運(yun)(yun)(yun)維(wei)(wei)建(jian)議和(he)電子工作(zuo)票,實現遠端系(xi)統(tong)(tong)“無(wu)人(ren)值班,少人(ren)值守”。支持(chi)采(cai)(cai)用智(zhi)(zhi)(zhi)能(neng)(neng)機器人(ren)、無(wu)人(ren)機等技術替代(dai)人(ren)工運(yun)(yun)(yun)維(wei)(wei)管理(li)。(工業和(he)信息化部牽頭,各有關部門按職責分(fen)工負(fu)責)


三、促進特色行業應用示范,積極推動綠色發展


(六)開展智能光伏工業園區應用示范。深入落(luo)實《信息產(chan)(chan)業(ye)(ye)發展指南》、《工業(ye)(ye)綠(lv)色(se)發展規劃(hua)(2016-2020年)》,鼓(gu)勵工業(ye)(ye)園區(qu)、新型工業(ye)(ye)化產(chan)(chan)業(ye)(ye)示范基地等建設光伏應用項(xiang)目,制定可再(zai)生能(neng)源能(neng)占比(bi)的具體評(ping)價辦(ban)法(fa),提升清潔能(neng)源使用比(bi)例(li),推動工業(ye)(ye)園區(qu)等綠(lv)色(se)發展。(工業(ye)(ye)和(he)信息化部牽頭(tou),各有關(guan)部門按(an)職(zhi)責分工負責)

在光照資源優(you)良、電網接入(ru)消(xiao)納條件好(hao)的(de)城(cheng)鎮(zhen)和農(nong)村(cun)地區,結(jie)合新型城(cheng)鎮(zhen)化建設、舊城(cheng)鎮(zhen)改造、新農(nong)村(cun)建設、易地搬(ban)遷等(deng)渠(qu)道,統(tong)籌推進居民屋頂智(zhi)能光伏(fu)(fu)應(ying)(ying)用,形成若干光伏(fu)(fu)小鎮(zhen)、光伏(fu)(fu)新村(cun)。積極在有條件的(de)農(nong)村(cun)地區小型建筑、獨立農(nong)舍推廣“光伏(fu)(fu)取代燃煤取暖”技術應(ying)(ying)用。(住房和城(cheng)鄉建設部牽頭,各有關部門按職責(ze)分(fen)工負(fu)責(ze))


(八)開展智能光伏交通應用示范。推動交(jiao)通領域光伏(fu)(fu)電站及充電樁示(shi)范(fan)建設(she),鼓(gu)勵光伏(fu)(fu)發電在公(gong)路聲屏障、公(gong)路交(jiao)通指(zhi)示(shi)標志、太陽能路燈、公(gong)路服務區(停車(che)場)、公(gong)交(jiao)場站、港口(kou)碼(ma)頭、航標等(deng)導(dao)助航設(she)施、海上(shang)工作(zuo)躉船、海島工作(zuo)站點等(deng)領域的應(ying)用(yong)。探索(suo)光伏(fu)(fu)和新能源汽車(che)融合應(ying)用(yong)路徑。(交(jiao)通運輸部牽頭,各(ge)有關部門按職責(ze)分工負責(ze))


(九)開展智能光伏農業應用示范。支持光伏(fu)與農業(ye)(ye)融合(he)發展,開(kai)展立體式(shi)經濟開(kai)發,在有(you)條(tiao)件(jian)的(de)地方實現農業(ye)(ye)設施(shi)棚頂安裝太陽能(neng)組件(jian)發電(dian)、棚下開(kai)展農業(ye)(ye)生產(chan)的(de)形(xing)式(shi),將(jiang)光伏(fu)發電(dian)與農業(ye)(ye)設施(shi)有(you)機結合(he),在種養殖、農作物補光、光照均勻度與透光率調控、智能(neng)運維、高(gao)效組件(jian)開(kai)發等(deng)方面開(kai)展深(shen)度創新;鼓勵光伏(fu)農業(ye)(ye)新興商業(ye)(ye)模式(shi)探索(suo),推(tui)進(jin)農業(ye)(ye)綠色發展,促進(jin)農民增收(shou)。(農業(ye)(ye)農村部牽頭,各(ge)有(you)關部門按(an)職責分工負責)


(十)開展智能光伏電站應用示范。在(zai)符合光(guang)伏(fu)“領跑(pao)(pao)者”計(ji)劃要求的(de)前提(ti)下,優先支持(chi)基于智能光(guang)伏(fu)的(de)先進光(guang)伏(fu)產(chan)品,鼓勵結(jie)合領跑(pao)(pao)者基地(di)建(jian)設(she)開展智能光(guang)伏(fu)試點(dian),在(zai)大(da)型光(guang)伏(fu)電(dian)站(zhan)及分(fen)布式應用(yong)中積(ji)極(ji)推廣(guang)。鼓勵結(jie)合荒山荒地(di)和沿海灘涂綜(zong)合利(li)用(yong)、采煤(mei)沉陷區等廢(fei)棄土(tu)地(di)治理(li)等多種(zhong)方式,因地(di)制宜開展智能光(guang)伏(fu)電(dian)站(zhan)建(jian)設(she),促進光(guang)伏(fu)發(fa)電(dian)與其他產(chan)業有機融合。(國家能源局牽頭,各(ge)有關部門按(an)職責分(fen)工負(fu)責)

四、完善技術標準體系,加快公共服務平臺建設


(十二)建立健全智能光伏技術標準體系。以《太(tai)陽能(neng)光伏(fu)產(chan)業(ye)綜合標準(zhun)化(hua)(hua)(hua)技術體系(xi)(xi)》為基礎,加快智(zhi)(zhi)能(neng)光伏(fu)標準(zhun)體系(xi)(xi)研(yan)(yan)究。重點開展(zhan)智(zhi)(zhi)能(neng)化(hua)(hua)(hua)光伏(fu)組件、接線盒、逆變器、控制(zhi)器、追蹤(zong)系(xi)(xi)統、戶用光伏(fu)系(xi)(xi)統等(deng)(deng)產(chan)品(pin)及(ji)測試方法標準(zhun)制(zhi)定,加強(qiang)(qiang)光伏(fu)產(chan)品(pin)生產(chan)及(ji)管理(li)系(xi)(xi)統互(hu)聯互(hu)通標準(zhun)、智(zhi)(zhi)能(neng)制(zhi)造(zao)(zao)工廠/數字(zi)化(hua)(hua)(hua)車間模型標準(zhun)、智(zhi)(zhi)能(neng)制(zhi)造(zao)(zao)關(guan)鍵(jian)設(she)備(bei)標準(zhun)、智(zhi)(zhi)能(neng)制(zhi)造(zao)(zao)設(she)備(bei)故障信息數據(ju)字(zi)典標準(zhun)、制(zhi)造(zao)(zao)過(guo)程在線檢測、追溯及(ji)數據(ju)采集標準(zhun)等(deng)(deng)智(zhi)(zhi)能(neng)生產(chan)及(ji)評價(jia)標準(zhun)研(yan)(yan)究。加強(qiang)(qiang)光伏(fu)系(xi)(xi)統智(zhi)(zhi)能(neng)運(yun)維標準(zhun)研(yan)(yan)究,包括(kuo)智(zhi)(zhi)能(neng)清洗(xi)、智(zhi)(zhi)能(neng)巡檢、智(zhi)(zhi)能(neng)排障等(deng)(deng),制(zhi)定智(zhi)(zhi)能(neng)運(yun)維平(ping)臺(tai)設(she)計(ji)及(ji)評價(jia)規范,規范光伏(fu)系(xi)(xi)統運(yun)維平(ping)臺(tai)通信接口、數據(ju)格式、傳輸(shu)協議等(deng)(deng)。(工業(ye)和信息化(hua)(hua)(hua)部牽頭,各有關(guan)部門按職責(ze)(ze)分工負(fu)責(ze)(ze))


(十三)加快建設智能光伏公共服務平臺。圍繞智(zhi)能(neng)(neng)光(guang)伏(fu)(fu)產(chan)業(ye)(ye)(ye)發(fa)展需(xu)求,推(tui)動產(chan)學研(yan)用結合,建(jian)(jian)設(she)(she)(she)技(ji)術(shu)創(chuang)(chuang)新平(ping)(ping)臺(tai),開展一批關鍵(jian)性、前沿性技(ji)術(shu)研(yan)發(fa);支(zhi)(zhi)持(chi)有(you)能(neng)(neng)力(li)、有(you)資質的企(qi)事業(ye)(ye)(ye)單位建(jian)(jian)設(she)(she)(she)國(guo)家級智(zhi)能(neng)(neng)光(guang)伏(fu)(fu)檢測認證(zheng)公共服務(wu)平(ping)(ping)臺(tai),圍繞智(zhi)能(neng)(neng)光(guang)伏(fu)(fu)各環節開展檢測認證(zheng)、評(ping)級等(deng)服務(wu),為(wei)電站系統(tong)設(she)(she)(she)計、設(she)(she)(she)備選型提(ti)(ti)供(gong)依據(ju);支(zhi)(zhi)持(chi)地方、園(yuan)區、龍頭企(qi)業(ye)(ye)(ye)等(deng)建(jian)(jian)設(she)(she)(she)一批公共服務(wu)平(ping)(ping)臺(tai),開展技(ji)術(shu)研(yan)發(fa)、產(chan)品(pin)設(she)(she)(she)計、財(cai)稅政(zheng)策(ce)、戰(zhan)略研(yan)究等(deng)科技(ji)及專業(ye)(ye)(ye)服務(wu);支(zhi)(zhi)持(chi)智(zhi)能(neng)(neng)光(guang)伏(fu)(fu)領域眾(zhong)創(chuang)(chuang)、眾(zhong)包、眾(zhong)扶、眾(zhong)籌等(deng)創(chuang)(chuang)業(ye)(ye)(ye)支(zhi)(zhi)撐平(ping)(ping)臺(tai)建(jian)(jian)設(she)(she)(she),推(tui)動建(jian)(jian)立一批智(zhi)能(neng)(neng)光(guang)伏(fu)(fu)產(chan)業(ye)(ye)(ye)生態(tai)孵化器、加速器,鼓勵為(wei)初創(chuang)(chuang)企(qi)業(ye)(ye)(ye)提(ti)(ti)供(gong)資金、技(ji)術(shu)、市場(chang)應用及推(tui)廣等(deng)扶持(chi)。(各有(you)關部(bu)門按職責(ze)分工(gong)負責(ze))


五、加強綜合政策保障,統籌推動產業健康發展

(十五)推動智能光伏試點應用。開(kai)展(zhan)多元化(hua)智(zhi)能(neng)(neng)(neng)光伏(fu)試(shi)點示(shi)(shi)范,培育一(yi)批國(guo)家智(zhi)能(neng)(neng)(neng)光伏(fu)示(shi)(shi)范企(qi)(qi)業(ye),支持(chi)若(ruo)干行(xing)業(ye)特色智(zhi)能(neng)(neng)(neng)光伏(fu)項目(mu)建(jian)設。引導光伏(fu)企(qi)(qi)業(ye)與軟件開(kai)發、信息管理、系統集成及(ji)互聯網、大數據(ju)等企(qi)(qi)業(ye)共同參與試(shi)點示(shi)(shi)范建(jian)設,鼓(gu)勵光伏(fu)企(qi)(qi)業(ye)與信息、交通、建(jian)筑、農(nong)業(ye)、能(neng)(neng)(neng)源、扶貧等領域企(qi)(qi)業(ye)探索可(ke)推(tui)廣(guang)可(ke)復制的智(zhi)能(neng)(neng)(neng)光伏(fu)建(jian)設模式。相關部(bu)門(men)適時對各地工作實(shi)施(shi)進展(zhan)和(he)效果進行(xing)評估(gu),總結先進經驗并向全國(guo)推(tui)廣(guang)。(工業(ye)和(he)信息化(hua)部(bu)牽(qian)頭,各有關部(bu)門(men)按(an)職責分工負責)


(十六)加大多元化資金投入。發(fa)揮光(guang)伏產(chan)(chan)業(ye)(ye)市(shi)場化運營充分(fen)特點,支持(chi)建立智(zhi)能光(guang)伏領域產(chan)(chan)業(ye)(ye)發(fa)展(zhan)基金,探索政府和(he)社會資(zi)本合作(PPP)模式,形成合作、開放、創新(xin)氛圍,通過市(shi)場機制引導多方資(zi)本促(cu)進智(zhi)能光(guang)伏產(chan)(chan)業(ye)(ye)發(fa)展(zhan)。充分(fen)利用中(zhong)央(yang)財政相關專項(xiang)資(zi)金、地方財政資(zi)金等渠道(dao),推動相關資(zi)源集約化整合和(he)精準投放,加大(da)對智(zhi)能光(guang)伏產(chan)(chan)業(ye)(ye)扶(fu)持(chi)力度。(各(ge)有關部(bu)門按職責分(fen)工負責)
